Taiwan BSMI Certification Service

General Information:

The national certification body for BSMI certification is the Bureau of Standards, Metrology and Inspection.

There are three types of certifications under BSMI: RPC (Registration product certification),TA (Type approval), and DoC (Declaration of Conformity).

Most household appliances, ITE and A/V products can apply for PRC or TA.  TA would typically be used in instances where there will be a very limited number of sample shipments.  In the case of TA certification, each shipment would be inspected to verify conformity before clearing customs.  RPC certification is required for products identified as higher risk products than products allowed to use the DoC Route.  Although in-country testing is required under both schemes, the DoC route is less stringent overall than RPC.  Products falling under DoC cannot apply for RPC or TA certifications.

The BSMI certification scheme includes safety and electromagnetic compatibility (EMC). RoHS declaration is required for the following products:

If the product type requires a ROHS Declaration, the BSMI mark on the product must incorporate a ROHS specific marking type.  Under all schemes, In-country testing is required for safety, but EMC test can be conducted in foreign MOU labs. Taiwan is not in CB scheme so CB report is only for reference.

Once a product has received BSMI certification, the BSMI logo and ID number must be labeled on the name plate of the product.

Challenges Obtaining and Maintaining BSMI Certification

Obtaining BSMI certifications can be tricky, and delays can occur from not going in with the right test plan, or having the right regulatory information.  The following are preventable issues that can cause delays:

  • Identification of certification scheme type that best meets current needs
  • Initial test plan not designed to leverage base model to the full extent
  • Not understanding complex certification requirements for specific product type/category
  • Not having in-country representative and representation to ensure compliance
  • Submitting incorrect forms and documents to certification bodies
  • EMC reports are rejected due to incorrect testing to national deviations
  • Certificate expirations cause unexpected lapse in coverage

  • Certification Mark: Yes – BSMI Mark
  • In-Country Representation: Required
  • In-Country Testing: Required for safety, EMC can be tested in MOU labs
  • Expiration Details: No Certificate Expiration
  • Continuing Surveillance: No Factory Inspection, market surveillance
